VOA’S TRANSITIONAL HOUSING
PROGRAM FOR FAMILIES
This VOA program, operated in partnership with Sacramento County’s Department of Human Services, offers transitional housing for families experiencing homelessness and recovering from substance use disorders, with stays ranging from 12 to 18 months. Participants receive a wide range of services, including 24/7 support, childcare, and personalized case management, all designed to help them achieve self-sufficiency.
Clients work with staff to set clear timelines for reaching employment and permanent housing goals. On-site Employment Specialists support job readiness and placement through both the County’s Welfare-to-Work program and VOA’s Subsidized Employment Program (SEP).

Eligibility
- Families with children under the
age of 18 - Adult in household must have
active CalWorks for themselves
and not be timed out - Completed a Sacramento County
drug treatment program within
the last 12 months of intake or
currently enrolled in drug
treatment services - Completed referral form
- Current TB test

VOA’S OPTIONS TRANSITIONAL
LIVING (OTL) PROGRAM
This VOA program, operated in partnership with Sacramento County’s Department of Human Services, offers transitional housing for families experiencing homelessness and recovering from substance use disorders, with stays ranging from 12 to 18 months. Participants receive a wide range of services, including 24/7 support, childcare, and personalized case management, all designed to help them achieve self-sufficiency.
The OTL program is for women only. The program is for pregnant women, women with children or women in the reunification process. NOTE: For women coming with children or in the reunification process, they must be pregnant and/or postpartum up to 365 days old. If they have other children in the household or in reunification, all other children must be 12 years of age or younger.

- Shared 3-bedroom units (each family gets 1 bedroom; larger families may receive 2 bedrooms based on size)

- 24-hour Support Staff Services
- Coin operated laundry facilities on each floor
Eligibility
- For women coming with children or in the reunification process, they must have an infant under 365 days old. If they have other children in the household or in reunification, all other children must be under 12 years of age.
- CalFresh benefits because they will be purchasing and preparing their own food
- Completed a Sacramento County drug treatment program within the last 12 months of intake or currently enrolled in drug treatment services
- Completed referral form
- Must provide ASAM or letter from treatment facility and current TB test
